Re-install it full of fuel. There is a bleeder on the fuel pump, crack it open and pump the primer until fuel flows from it.

If the power supply to the TCM is interrupted, it won't trigger the relay in the VIM which in turn grounds the starter relay behind the right dash face panel to trigger the solenoid under the hood.
